Rachell Salao Roullet, CPA, CIA, CISA, CFE, PMP, is the Senior Vice President of Strategy and Customer Engagement at Pelican Energy TCI. A recognized strategic leader in the Caribbean energy sector, she drives the utility’s clean‑energy transformation, including its Going Green One Island at a Time strategy and the pioneering UORE and CORE programmes. Her leadership has delivered TCI’s first distributed solar systems and its first utility‑scale solar‑plus‑battery microgrid project.
