The Florence School of Regulation (FSR) is a center of excellence for independent discussion and knowledge exchange with the purpose of improving the quality of European regulation and policy. We deliver academic research, training and policy events in the areas of Energy & Climate, Communications & Media, Transport and Water.

The FSR Electricity Team serves as a hub for dialogue and the exchange of best practices among regulators, academics, EU institutions, industry, and other key players in the European energy sector. We focus on applied research, policy events, and training related to critical electricity policy and regulatory issues, bridging the gap between practical application and academic research.

Project details

The U2Demo project is a three-year and a half Horizon Europe project that aims to advance the field of peer-to-peer (P2P) trading and energy sharing by introducing innovative, user-centric management strategies that foster the widespread development of consumer participation in these mechanisms. The project will propose different strategies to engage consumers and provide services to the energy system. The strategies will be tested at different pilots in different EU Member states. Pilots will involve energy communities and the use of the blockchain technology. In the project, social, legal and regulatory considerations will be developed in addition to more technical aspects.

Job description

The research assistant will provide research assistance to the directors of the project. Main task shall include:

  • Contibuting to the mapping of the regulatory framework for active consumers in the EU and in a selection of EU Member states, based on the Harmonised Electricity Market Role Model (HEMRM), with a focus on the recent electricity market design reform and its transposition at the Member state level;
  • Assessing the implications and responsibilities that arise with the role of active consumers as an individual and/or as a group, with specific reference to topics such as consumer protection and the functioning of electricity markets and network regulation;
  • Participating in project meetings (online and in presence), interaction and coordination with project partners, provision of information and feedback to project partners;
  • Supporting the presentation of the results of the U2Demo research and drafting of the associated deliverable and/or other documents displaying the research output.

Qualifications and Experience

Essential:

  • Master’s degree in law or economics;
  • Evidence of general knowledge of EU energy policy and legislation;
  • Demonstrated writing skills with a track record in research and policy analysis evidenced by publications;
  • Proven ability to work effectively in a team and meet tight deadlines;
  • Proven working experience in an international context.

Desirable:

  • Proven experience in previous research projects, demonstrated by published research output;
  • Proven knowledge of energy regulation, with good understanding of how liberalised electricity markets are organised, in particular in Europe;
  • PhD in Law or Economics, preferably with a thesis on a topic related to energy markets and regulation;
