Energy policy & regulatory manager/senior manager
Snam is looking to recruit a talented and dynamic energy policy expert at mid-level seniority supporting the delivery of innovative and robust regulatory & policy outputs framing the policy and regulatory space in Italy and within its countries of operation while supporting the delivery of decarbonised gas markets going forwards. To this purpose, the Commercial, Asset Planning and Regulatory Affairs Department at Snam is currently looking to expand its Climate Policies & Decarbonisation Market Design team with pro-active and driven individuals with real interest in getting into knowing and influencing the future decarbonised gas market.
Specific duties will include:
- Overseeing policy and regulatory developments at European and country level in the energy space with a focus on hydrogen, CCS, biomethane with a specific focus on Italy, Germany, Netherlands, France and the US
- Analysing the impact of different policy and regulatory scenarios on energy markets and infrastructure, both qualitatively and quantitatively
- Developing policy/ market design briefs and concept papers as relevant, promoting Snam’s vision of the evolution of gas infrastructure and the development of underlying markets through robust analysis. Activities could comprise the framing of market design for hydrogen including approach to tariffs
- Developing and promoting policy and regulatory positions in relation to the current key national and European debates on new energy transition businesses, including the Fit for 55, Gas Decarbonisation Package, the Taxonomy, the Green Deal Industrial Plan as well as CCS and carbon offsets forthcoming legislation
- Supporting Snam’s infrastructure planning through identifying policy enablers to CCS, biomethane and hydrogen development, with a focus on cross border trade and network repurposing to decarbonised gases
- Supporting Snam’s infrastructure planning through identifying levers for infrastructure resilience to climate change and scope 1/2/3 emissions reduction
- Fostering the process of definition of energy scenarios through policy and regulatory input
- Supporting the creation of business models for Snam’s decarbonisation projects, with a focus on innovation
- Internal and external stakeholder engagement, including through promoting Snam vision with sector associations
Must have requirements:
- Post graduate university degree in Economics, Finance, Engineering (or other relevant disciplines)
- Min 5 years work experience in the energy sector and/or Min 5 years work experience in utilities regulation
- Track record of delivering high quality qualitative and quantitative policy and regulatory analysis in a solid institution/company
- Ability to build and foster relationships across various internal and external stakeholders
- Robust knowledge of European energy policy and regulatory frameworks and familiarity with key debates relating to the European decarbonisation agenda
- Fluency in at least two languages (ideally among Italian, English, German, French and Dutch)
- Analysis and planning skills + Articulate communicator w/good writing skills in English and at least another language.
Nice to have:
- Detailed knowledge and experience in electricity sector regulation & policy/ sector coupling
- Energy system modeling skills and work experience
- Deep understanding of carbon markets, including carbon offsets
- Commercial experience in hydrogen/ CCS/ biomethane
- Work experience in government/national regulatory authorities with a focus on energy policy & regulation would be an asset
- Work experience in energy regulatory finance, regulated tariffs and cost benefit analysis in the context of regulated businesses
- Experience in energy innovation and new technologies in different contexts
- Detailed knowledge and experience in State Aid rules and sustainable finance
- Experience of working with committees, facilitating dialogue and building consensus
